004Who funds the labs?
OpenAI and Anthropic, the customers behind packs 001–003, have opposite problems. OpenAI’s own plan burns $278B of cash through 2030, $116B more than it has in hand. Anthropic reports it is already cash-flow positive, but it has signed $518B of compute it mostly can’t cancel.
OpenAI
- In hand
- $162B: about $40B of cash at the end of 2025 plus the $122B round that closed in March
- Still to raise
- $116B, with the money in hand running out in 2028
- Revenue
- About $50B a year at the end of September (about $70B counted Anthropic’s way); the plan has $350B in 2030
- Compute
- $856B planned on compute and infrastructure through 2030, about $171B a year, 3.4× current revenue
Anthropic
- Cash flow
- Positive since Q3 2026 on an adjusted basis, by its own figures
- Raised
- $121.5B since 2025, $105B of it this year, plus an IPO of up to $100B planned for November
- Revenue
- $16.8B in Q3 2026, about $67B annualized, against $4.6B in all of 2025
- Compute
- About $52B a year of commitments on average, 0.8× current revenue
OpenAI keeps raising its own burn forecast
Cash burn over 2026–30 in each of OpenAI’s reported plans, by when the plan was made. Under each bar is the 2030 revenue the same plan assumed: the burn has grown even as the revenue target has.
On its own plan, OpenAI runs through what it has raised in 2028
Bars are yearly cash burn: the July plan’s $278B total, split by year in the proportions of February’s plan. The line is cumulative burn. The dashed line is the money in hand at the start of 2026.
Every 10% that revenue falls short of plan over the period adds about $84B to the burn if costs don’t fall with it. Much of the compute is contracted.
Who writes the checks
New equity raised since January 2025, by investor. Suppliers are companies the lab buys compute from. Anthropic’s supplier figure is a floor: Microsoft’s and Nvidia’s shares of its Series G weren’t disclosed. Dashed: what’s coming next.
Where the debt sits
Little of it is in the labs’ own names. Most is raised by the partners and lessors who build sites and buy chips for them, and repaid from the labs’ rent.
| OpenAI | Anthropic | |
|---|---|---|
| Credit lines in its own name | About $4.7B, undrawn; a $520M Bank of America line | $2.5B, being expanded to $15B |
| Loans from suppliers | None reported | Broadcom, up to $42B, convertible into shares, toward $125B of TPU leases |
| Debt raised by partners and lessors | Almost $100B lined up against Stargate sites by late 2025 (Abilene ~$10B, New Mexico $18B, Vantage $38B); $16B for Oracle’s Michigan campus | $35B from Apollo and Blackstone; a $60B Broadcom chip package that also serves others; ~$15B for a campus in Hubbard, Texas |
| Supplier money not yet paid in | $21.3B of Amazon’s $50B, due after June 30 | Google up to $30B; Amazon up to $15B; AMD up to $5B; Nvidia up to $10B in the IPO, in talks |
Where the labs’ spending lands
The backlogs behind the operating cash flow in packs 001–003, and how much of each is these two labs.
| Supplier | Backlog | From the labs | Pack |
|---|---|---|---|
| Oracle | $664B (Aug 2026) | About half OpenAI | 003 |
| Microsoft | $625B (Dec 2025) | About 45% OpenAI | 001 |
| Google Cloud | $514B (Jun 2026) | Anthropic’s $200B commitment was over 40% of the Q1 backlog | 001 |
| Amazon (AWS) | $496B (Jun 2026) | About half OpenAI and Anthropic | 001 |
| CoreWeave | $99B (Mar 2026) | Under 30% from non-investment-grade AI labs | 002 |
| SpaceX | — | Anthropic pays $1.25B a month, cancellable on 90 days’ notice | 003 |
OpenAI: the plan needs another $116B, and the plan keeps growing
OpenAI’s July plan has it burning $278B of cash over 2026–30 while revenue grows from $36B to $350B. It started the year with about $40B and closed a $122B round in March, so on its own plan it runs through that money in 2028 and needs about $116B more. The plan has moved the wrong way: the same five years were $69B of burn in its September 2025 plan and $179B in February’s. And it assumes the revenue arrives. With costs unchanged, every 10% revenue shortfall over the period adds about $84B.
Half of its new money comes from its suppliers
Of the $164B OpenAI has raised since the start of 2025, at least $80B came from companies it buys compute from: $50B from Amazon and $30B from Nvidia. Another $60B came from SoftBank, its partner in Stargate. The March round also arrives in installments: Amazon had paid $28.7B of its $50B by the end of June. Supplier money doesn’t reduce what has to be raised. It moves part of it onto the suppliers, and the capex gaps in pack 001 don’t include these investments.
Anthropic: revenue caught up, commitments are fixed
Anthropic’s revenue went from $4.6B in all of 2025 to $16.8B in the third quarter of 2026 alone, and it reported positive adjusted free cash flow for the quarter. On those figures it no longer needs outside money to run the business, but it is raising it anyway: $105B of equity this year and an IPO of up to $100B planned for November. The reason is on the other side of the ledger. It has signed at least $518B of compute over about a decade, about 80% of it non-cancellable, and bankers are pricing the IPO on $190–200B of revenue in 2028. Two customers are about a quarter of its revenue. Revenue comparisons between the two also flatter it: counted Anthropic’s way, OpenAI’s ~$50B run-rate would be ~$70B.
The debt sits one step away
Neither lab has borrowed much in its own name. OpenAI’s ~$4.7B credit line is undrawn, and Anthropic’s is growing to $15B. The borrowing happens at the companies that build and equip their capacity. Partners had lined up almost $100B of debt against OpenAI’s Stargate sites by late 2025. Lessors buying chips and building sites for Anthropic are raising $35B from Apollo and Blackstone and about $15B in Texas; Broadcom is arranging a $60B chip package that serves Anthropic among others, and will lend Anthropic up to $42B toward leasing its TPUs. That debt is repaid from the labs’ rent. It carries their credit risk without sitting on their balance sheets, or in packs 001–003.
Why packs 001–003 depend on this
About half of Oracle’s $664B backlog is OpenAI. OpenAI was about 45% of Microsoft’s commercial backlog at the end of 2025. Anthropic’s $200B Google commitment was more than 40% of Google Cloud’s backlog, and the two labs are about half of Amazon’s. That backlog is what turns into the operating cash flow in packs 001–003. For OpenAI it depends on raising another $116B or more; for Anthropic, on revenue that keeps growing into commitments it can’t cancel. Added to packs 001–003, the labs’ own need lifts the five-year total to $1.54T: see pack 005.
What this is anchored on

Method
OpenAI’s need is the $278B of negative free cash flow over 2026–30 in its July 2026 plan, as reported by the FT. That plan’s year-by-year split hasn’t been reported. We keep the February 2026 plan’s 2026 figure ($25B) and spread the rest over 2027–29 in February’s proportions, with 2030 at zero. If 2030 turns cash-positive, as it did in February’s plan, the money needed before then is larger.
Money in hand is about $40B of cash at the end of 2025 plus the $122B round that closed in March. Part of that round is paid in installments: Amazon had paid $28.7B of its $50B by June 30.
Burn forecasts by vintage. The September 2025 and February 2026 figures sum each plan’s reported cash flows for 2026–30, including a positive 2030. May and July 2026 are reported totals.
Anthropic is shown with no outside need on its own figures: it reports positive adjusted free cash flow since Q3 2026. Its cash flow for the first half of 2026 hasn’t been disclosed.
Raised counts new equity only, not tender offers or buybacks. Supplier money is investment from companies the lab buys compute from. Compute a year is OpenAI’s planned compute and infrastructure spending over 2026–30 divided by five, and Anthropic’s signed commitments divided by their roughly ten-year span. One is a spending plan and the other signed contracts, so they are shown for scale only.
